Can a pool fence break?

Although extremely rare, it is always possible that a glass panel will break. However, if this occurrence were to happen, the glass will explode into tiny pieces. The odds of any panel to break are around 1 in a 1000 and mostly cause by something like a lawn-mower-flung rock or (golf ball) impact on the edge of the panel.
